Duties and Powers
1. Submit to the District People's Committee for promulgation of decisions and directives; long-term, 5-year and annual plans and planning; programs to encourage the development of agriculture, forestry, salt industry, aquaculture, irrigation, rural development, natural disaster prevention and control; food quality and safety for the District People's Committee to submit to the People's Council of the same level for approval; programs and measures to organize the implementation of administrative reform tasks in the assigned state management fields.
2. Submit to the Chairman of the District People's Committee draft documents on specialized fields of agriculture and rural development under the authority of the Chairman of the District People's Committee.
3. Organize the implementation of approved legal documents, planning, plans, specialized technical standards and regulations; provide information, propagate and disseminate laws on fields within the assigned management scope; monitor law enforcement.
4. Organize the implementation of agricultural, forestry, fishery and salt production development; prevention and control of natural disasters, pests and epidemics in the area.
5. Coordinate the organization of dike protection, medium and small irrigation works; aquaculture works; rural water supply and drainage works; natural disaster prevention and control works; manage the irrigation network in the area according to the provisions of law.
6. Coordinate and guide the implementation of contents related to rural development; synthesize the situation and report to the District People's Committee on rural construction and development in the district in the following areas: development of household economy, farms, cooperative economy, agricultural cooperatives; development of rural occupations and craft villages; exploitation and use of clean rural water; processing of agricultural, forestry, aquatic and salt products; guide and inspect the implementation of sedentarization and resettlement in agriculture and rural areas.
7. Organize statistical activities to serve management requirements according to regulations; conduct statistics on changes in agricultural land, forestry land, salt production land, aquaculture water surface, changes in forest resources; organize the implementation of appropriate farming measures to exploit and rationally use land and water resources for agricultural production, aquaculture and salt production.
8. Manage the quality, agricultural materials, food safety of agricultural, forestry, aquatic and salt products in the area according to the provisions of law.
9. Manage service activities serving the development of agriculture, forestry, salt industry, aquaculture; agricultural and forestry materials, fertilizers and animal feed, aquaculture in the district.
10. Manage agricultural, forestry, fishery, salt extension work and projects to develop agriculture, forestry, salt production, fishery, irrigation and rural development in the district according to regulations.
11. Assist the District People's Committee in implementing and taking responsibility for the appraisal, registration, and issuance of licenses within the scope of responsibility and authority of the specialized agency according to the provisions of law and the assignment of the District People's Committee.
12. Assist the District People's Committee in state management of collective economic organizations, private economic organizations, associations and non-governmental organizations operating in the area under the management of the department according to the provisions of law.
13. Provide professional and technical guidance on the department's management field to commune-level civil servants on agriculture and rural development.
14. Inspect the implementation of legal regulations on agriculture, forestry, salt production, fisheries, irrigation and rural development for organizations and individuals in the management area; resolve complaints and denunciations; prevent and combat corruption and waste according to legal regulations and assignments of the District People's Committee.
15. Organize the application of scientific and technological advances; build information and storage systems to serve the state management and professional work of the Department.
16. Carry out regular tasks on flood, storm and natural disaster prevention; forest protection and development plans; new rural construction; clean water and rural environmental sanitation; desertification; disease prevention and control in agriculture, forestry and fishery in the district.
17. Carry out information work, periodically and suddenly report on the implementation of assigned tasks in the fields of agriculture, forestry, salt industry, aquaculture, irrigation and rural development according to the regulations of the District People's Committee and the Department of Agriculture and Rural Development.
18. Manage civil servants under the management scope of the Department according to the provisions of law and according to the decentralization of the District People's Committee.
19. Perform other tasks assigned by the District People's Committee, the Chairman of the District People's Committee or as prescribed by law.
