Duties and Powers
1. Submit to the District People's Committee:
a) Issue decisions under the authority of the District People's Committee:
Planning, development plans and programs , measures to organize the implementation of tasks in the field of ethnic affairs in the area;
Decentralize and delegate state management tasks in the field of ethnic affairs to the District Ethnic Affairs Office and the People's Committees at the commune level;
Specify the functions, tasks, powers and organization of the Ethnic Affairs Department.
b) Issue directive and guidance documents on ethnic work for agencies, organizations and units in the area according to Party regulations, laws and instructions of superior state agencies.
2. Submit to the Chairman of the District People's Committee documents on ethnic affairs within the authority of the Chairman of the District People's Committee.
3. Organize the implementation of legal documents, planning, plans, projects, and programs approved by competent authorities; provide guidance, information, propaganda, dissemination, and legal education on ethnic affairs.
4. Organize the implementation of policies, programs, projects, schemes, and pilot models for investment in socio-economic development and support for stabilizing the lives of ethnic minorities chaired, managed, and directed by the state management agency for ethnic affairs; monitor, synthesize, summarize, and evaluate the implementation of ethnic programs, projects, and policies; advise and propose appropriate policies and measures to solve the problems of hunger eradication, poverty reduction, sedentarization, settlement, and migration for ethnic minorities and other ethnic issues in the district.
5. Organize reception, visit, and resolve the aspirations of ethnic minorities according to policies and regulations of law; periodically advise on organizing the Congress of ethnic minorities in the district according to the guidance of the Provincial People's Committee; commend and propose competent authorities to commend outstanding collectives and individuals: in ethnic work, implementation of ethnic policies; in labor production, hunger eradication, poverty reduction; preservation and promotion of ethnic cultural identity; maintenance of security and order, contributing to socio-economic development in the province.
6. Advise the District People's Committee to identify communes and villages of ethnic minorities according to their development level and ethnic groups that are still facing many difficulties or have specific difficulties to submit to competent authorities for approval; review, inspect, prepare records on recognition, addition or removal from the list of prestigious people among ethnic minorities in accordance with the order and procedures according to current regulations, send to the specialized agency on ethnic affairs of the province for synthesis, submit to the Provincial People's Committee for consideration, decision and implementation of policies for prestigious people.
7. Organize the application of scientific and technological advances; build information and storage systems to serve state management of ethnic affairs in the area.
8. Inspect the implementation of policies, programs, projects and legal regulations; resolve complaints and denunciations; prevent and combat corruption and waste in the field of ethnic affairs according to the provisions of law and the assignment of the District People's Committee.
9. Carry out statistical work, information, and reporting to the District People's Committee, the Chairman of the District People's Committee, and the Provincial Ethnic Committee on the situation and results of ethnic work implementation in the area.
10. Manage the organizational structure, job positions, civil servant payroll, civil servant rank structure, implement salary regimes, policies, incentives, rewards, disciplines, training and professional development for civil servants under the management of the Ethnic Minorities Department according to the provisions of law and the assignment of the District People's Committee.
11. Manage and be responsible for the finances and assets of the Ethnic Affairs Department according to the provisions of law and the assignment of the District People's Committee.
12. Provide professional guidance on ethnic work for civil servants assigned to be in charge of ethnic affairs at the People's Committees of communes and towns.
13. Perform other tasks assigned by the District People's Committee or as prescribed by law.
