Duties and powers

 

 

The Office of the People's Council and People's Committee at the district level performs the tasks and powers prescribed in Decree No. 37/2014/ND-CP dated May 5, 2014 of the Government on the organization of specialized agencies under the People's Committees of districts, towns, and provincial cities, specifically as follows:

1. Assist the People's Council, the Standing Committee of the People's Council, the People's Committee, and the Chairman of the People's Committee at the district level (hereinafter referred to as the People's Council and the People's Committee at the district level) in developing work programs and plans; organize monitoring, urging, and inspecting district agencies, departments, branches, the People's Council and the People's Committee at the commune level to properly implement those work programs and plans.

Synthesize and report periodically and  suddenly  on  the results of implementing  work programs and plans  propose and  recommend solutions  for  effective implementation .  Timely report and  advise  on adjusting work programs and plans to meet the management, direction and operation requirements of  the People's Council and  People's Committee at the district level.

2. Assist the People's Council and People's Committee at the district level in directing, implementing, inspecting and urging the implementation of programs, work plans and legal documents of the superior State management agencies and of the People's Council and People's Committee at the district level.

3. Directly advise the District People's Committee to direct, operate, and manage the state on foreign affairs and ethnic affairs (for localities that have not yet established an Ethnic Affairs Department) at the district level.

4. Preside, coordinate or urge departments, offices and localities to draft projects, reports, submissions and other documents assigned by the People's Council and People's Committee at the district level, ensuring quality and progress.

5. Check and review the process, content, format, and authority of documents submitted by agencies, units, and localities to the People's Council and People's Committee at the district level for signing and issuing documents or giving opinions on policies.

In case the draft documents and dossiers submitted by agencies, units and localities do not meet the requirements on format, content, order and procedures, the Office of the People's Council and the People's Committee at the district level shall request the submitting agency to complete the draft or fully implement the order and procedures according to regulations; in case the request is not unanimously submitted by the agency, unit or locality, the Office of the People's Council and the People's Committee at the district level shall report to the Standing Committee of the People's Council and the Chairman of the People's Committee at the district level for information and direction.

The Office of the People's Council and People's Committee at the district level is requested by relevant agencies, units and localities to provide relevant documents, information, data and papers or attend meetings and work to grasp the situation and information serving the direction and administration of the People's Council and People's Committee at the district level.

6. Preside over and coordinate with relevant agencies to prepare contents and conditions for organizing regular People's Council meetings, People's Committee meetings and other conferences, meetings and work of the People's Council and People's Committee at the district level in accordance with legal regulations. Advise and assist the Standing Committee of the District People's Council in organizing supervision sessions and meeting with voters.

7.  Organize  the collection, processing,  management, and updating of information to serve the direction, administration , and operations of the People's Council and  People's Committee at the district level; manage and maintain the information technology network of the People's Committee at the district level.

8. Advise the Chairman of the District People's Committee on the organization and operation of the Citizen Reception Committee  in accordance with the provisions of law .

9. Directly manage and direct the activities of the Reception and Results Department according to the one-stop, one-stop mechanism of the District People's Committee; guide and receive dossiers of individuals and organizations in all fields under the jurisdiction of the District People's Committee, transfer dossiers to specialized agencies under the District People's Committee for settlement and receive results to return to organizations and individuals according to regulations.

10.  Manage and use seals and issue documents of  the People's Council and  People's Committee at district level . Organize and manage the agency's document and archive work in accordance with regulations; apply information technology and ensure safety and communication to serve the activities of the People's Council and People's Committee at district level.

11. Coordinate with the Department of Internal Affairs to provide guidance on office administration, documents, and archives for civil servants doing office work in departments, offices, and civil servants of the Office - Statistics at the commune level.

12. Organize the implementation of documents, plans, regulations issued or approved by competent authorities related to the activities of the Office of the People's Council and the People's Committee at the district level. Receive and process documents sent by agencies, organizations and individuals to the Office of  the People's Council and the People's Committee at the district level ; issue and manage documents according to regulations .  Research and apply the results of scientific research and administrative reform to serve assigned tasks .  Carry out the work of preventing and combating corruption and waste within the scope of management of the Office of the People's Council and the People's Committee at the district level according to the provisions of law.

13. Manage the organizational structure, civil servant payroll, civil servant rank structure, job positions; implement regimes, policies, remuneration, rewards, discipline, training and professional development for civil servants and employees under the scope of management according to the provisions of law and assignment of the District People's Committee.

14. Manage, use and be responsible for the finance and assets assigned according to regulations. Ensure working conditions and organize service activities according to the requirements of the People's Council, People's Committee, People's Council Standing Committee, People's Council Committees, Chairman ,  Vice Chairmen of the People's Committee at the district level and the Office of the People's Council and People's Committee at the district level according to regulations.

15. Perform other tasks and powers assigned by the People's Council, People's Committee at district level or as prescribed by law.
