Duties and Powers 

 

1.  Submit to the People's Committee at district level for promulgation of decisions and directives; long-term, 5-year and annual plans; programs and measures to organize the implementation of state administrative reform tasks in the assigned state management fields.

2.  Organize the implementation of legal documents, planning, and plans after approval; provide information, propaganda, dissemination, and education on laws in the assigned fields of labor, meritorious people, and social affairs; monitor law enforcement.

3.  Assist the District People's Committee in state management of collective economic organizations, private economic organizations, associations and non-governmental organizations operating in the area in the fields of labor, meritorious people and society.

4.  Guide and inspect the implementation of regulations for social protection facilities, social houses, vocational training facilities, employment service organizations, compulsory drug rehabilitation facilities, voluntary drug rehabilitation facilities, post-rehabilitation management facilities, victim support facilities, and child support facilities in the district according to decentralization and authorization.

5.  Guide and organize the implementation of management of works honoring martyrs.

6.  Provide professional and technical guidance on labor, meritorious people and social affairs to cadres and civil servants in communes, wards and towns.

7.  Coordinate with sectors and organizations to build a mass movement to care for and help people with revolutionary contributions and social policy beneficiaries.

8.  Monitor and inspect organizations and individuals in implementing legal regulations on labor, meritorious people and social affairs; resolve complaints and denunciations, prevent and combat corruption and waste according to legal regulations and assignments of the District People's Committee.

9. Applying scientific and technological advances; building information and storage systems to serve state management in the fields of labor, meritorious people and social affairs in the area.

10.  Carry out information work, periodically and suddenly report on the implementation of assigned tasks according to regulations of the District People's Committee and the Department of Labor - Invalids and Social Affairs.

11.  Manage job positions, civil servant payroll, civil servant rank structure, implement salary regimes, policies, remuneration, rewards, discipline, training and professional development for civil servants and employees under the management scope of the Department according to the provisions of law and assignment of the District People's Committee.

12.  Manage and be responsible for the finance and assets of the Department according to the provisions of law and as assigned by the District People's Committee.

13.  Perform other tasks assigned by the District People's Committee or as prescribed by law.
