Duties and powers


2. Organize the implementation of legal documents, planning, and plans after approval; provide information, propaganda, dissemination, and education on laws on natural resources and environment; monitor the enforcement of laws on natural resources and environment.

3. Develop land use planning and plans, adjust district-level land use planning and plans and organize implementation after approval.

4. Appraisal of dossiers on land allocation, land lease, land recovery, change of land use purpose, transfer of land use rights, issuance of certificates of land use rights, house ownership rights and other assets attached to land for subjects under the authority of the District People's Committee.

5. Monitor land changes; establish, manage, update and correct land records, and build a district-level land information system.

6. Participate in determining land prices, land use fees, and local land rents; organize appraisal of compensation, support, and resettlement plans according to law; advise the Chairman of the District People's Committee to decide on land requisition and extension of land requisition.

7. Organize registration, confirmation and inspection of the implementation of environmental protection commitments, environmental protection projects, environmental protection plans and plans for prevention, response and remediation of environmental incidents in the area; carry out environmental protection work in craft villages in the area; prepare periodic environmental status reports; propose solutions to handle environmental pollution in craft villages, industrial clusters and tourist areas in the area; collect, manage and store data on water resources, environment and biodiversity in the area.

8. Participate in implementing solutions to prevent and control invasive alien species; receive and process information and data on genetically modified organisms and products and goods derived from genetically modified organisms, and manage genetic resources; participate in organizing and implementing plans and programs to conserve and sustainably develop ecosystems, species and genetic resources.

9. Implement measures to protect the quality of water resources and domestic water sources in the locality; investigate, compile statistics, synthesize and classify wells that must be plugged; inspect the implementation of procedures, processes and technical requirements in plugging wells.

10. Organize response and remediation of water pollution incidents; monitor, detect and participate in resolving international water pollution incidents according to authority.

11. Organize registration of activities of exploiting and using water resources and discharging wastewater into water sources according to authority.

12. Assist the District People's Committee in resolving, within its authority, land lease for mineral activities, use of technical infrastructure and other related issues for organizations and individuals permitted to conduct mineral activities in the locality in accordance with the provisions of law.

13. Assist the District People's Committee in implementing measures to protect unexploited minerals and other natural resources in accordance with the provisions of law.

14. Organize the implementation of the action plan to respond to climate change and participate in updating the action plan to respond to climate change at the district level.

15. Organize the implementation of legal regulations on environmental protection, land resources, water resources, mineral resources, protection of marine and island resources and environment (for districts with sea and islands).

16. Monitor and inspect organizations and individuals in implementing legal regulations on natural resources and environment; resolve complaints and denunciations; prevent and combat corruption and waste of natural resources and environment according to legal regulations and assignments of the District People's Committee.

17. Applying scientific and technological advances; building information and storage systems to serve state management of natural resources and environment.

18. Assist the District People's Committee in state management of collective economic organizations and private economic organizations; participate in managing the organization and operation of associations and non-governmental organizations in the field of natural resources and environment under the authority of the District People's Committee.

19. Provide guidance and inspect the professional and technical aspects of state management of natural resources and environment for civil servants specializing in natural resources and environment under the People's Committees at the commune level.

20. Carry out information work, periodically and suddenly report on the implementation of assigned tasks according to regulations of the District People's Committee and the Department of Natural Resources and Environment.

21. Manage the organizational structure, job positions, civil servant payroll, civil servant rank structure, implement salary regimes, policies, remuneration, rewards, discipline, training and professional development for civil servants and employees under the management scope of the Department according to the provisions of law and assignment of the District People's Committee.

22. Manage and be responsible for the finance and assets of the Department according to the provisions of law.

23. Assist the District People's Committee in managing financial resources and public services in the field of natural resources and environment in accordance with the provisions of law.

24. Perform other tasks assigned by the District People's Committee or as prescribed by law.
